A number of council house tenants from South West London have been living in their PRC Homes for over 20 years and want to make their PRC house suitable for mortgage purposes. With Right to Buy discounts having recently been improved, these tenants are entitled to the maximum Right to Buy discounts; however, they have a problem, in that South West London is an expensive place to live. The homes they live in are of non standard construction. They cannot be mortgaged as thay are classed as defective housing. In their current condition they are still worth £350,000, even though they have not had PRC house repairs.

If you assume for a moment that they will get the maximum Right to Buy discount, then they will be able to purchase the property for around £275,000. Mortgage lenders will require the renovation of PRC style properties before a PRC house is suitable for mortgage purposes. PRC house repairs will cost over £60,000 for this type of PRC house, therefore the tenant will need to raise a mortgage of about £340,000 to buy the PRC house and money to pay for the PRC house repairs. From this you can see that they will need an income of about £75,000 per annum is reqired to enable these tenants with the Right to Buy to make their PRC house suitable for mortgage purposes.

Work started on Monday 3rd September 2012 to carryout PRC House Repairs to a Cornish PRC House in Hereford. The Cornish PRC House in Hereford is described as defective housing or of non standard construction. Reema PRC houses were built using a large panel system of prefabricated reinforced concrete and are classed as defective. Most Reema houses were built when post world war two housing was required on a large scale, between the 1940's to the 1960's about 30,000 were built.  There are 2 types of Reema, Reema Conclad which are not on the defective housing list and is a PRC house suitable for mortgage purposes and the

If PRC House Repairs have been completed to a Stent House, then the home seller will need to provide you with a PRC Certificate. Orlit types (ll) PRC Houses are classed as Defective Housing.  They were manufactured by Orlit Ltd, and in total about 17,000 Orlit PRC houses (Types I and II) were built during the 1940s and 1950s. An Orlit PRC house will require PRC House Repairs to make it suitable for mortgage purposes. Today you will still find this type of defective housing in Essex, Surrey, Middlesex, Hampshire, Northampton and beyond. Orlit construction comprises a structural frame clad with Concrete panels.

The primary load bearing structure is based around a pre-cast reinforced concrete (PRC) portal frame which itself consists of storey height columns and beams at first floor and roof level. The main frames are braced and connected by either concrete secondary beams to carry the floor, roof and ceiling finishes or, where a continuous floor is required, by inverted PRC trough shaped units filled with in-situ concrete. The columns, which are themselves bolted together, are manufactured with brackets that allow them to be tied or ‘stitched’ to the beam components. Once these connections are made the resultant joint is subsequently encased in-situ concrete.

The Orlit type house has an unusual feature for a house. It has a flat roof deck and is formed of PRC slabs which, like the first floor structure, span between secondary beams. The slabs are usually covered with a screed which varies in thickness to create the necessary falls for rainwater drainage and finished with either asphalt or bituminous felt. Orlit type properties have the potential to suffer significant structural deterioration due to the presence of chloride based admixtures that were introduced to the cement during the original construction process and hence why they are considered to be defective housing.

Of primary concern are the in-situ joints that were used to stitch beam and columns components together. These were commonly formed using high alumina cement (HAC)which, under certain conditions, is known to actively promote corrosion of the steel reinforcement.  Renovation of PRC style properties is an important consideration if you are considering purchasing this type of defective housing. Orlit PRC House Repairs are costly and buyers of this type of defective housing should budget for a PRC House Repair bill in excess of £50,000.

Flat roofed properties have a tendency to suffer from severe condensation which can assist the deterioration of the HAC joints. Pitched roofed houses on the other hand do not usually reflect this problem.

Whilst Cornish type (l) and Cornish type (ll) PRC houses were classed as defective housing. The same cannot be said for a Cornish PRC Bungalow. Under the 1985 Defective Housing Act, both Cornish type PRC Houses were classified as being defective housing. A Cornish Bungalow would not be described as traditional housing and thereforre would be best described as of non standard construction. Traditional built houss use a combination of block and or brick. The Cornish PRC Bungalow used concrete cladding panels like those used on some old prefabricated garages. To improve u values to Cornish PRC tope houses and bungalows an additional brick cladding is used to encase the existing structure. As a non traditional or non standard construction. Cornish PRC Bungalows require PRC House Repairs in order to make them suitable for mortgage purposes. Under the Housing Act of 1985 Cornish Type (II) PRC Houses were classified as being defective housing. Like Cornish PRC type (l) houses they were manufactured by Central Cornwall Concrete & Artificial Stone Co. However unlike the traditional Cornish Type (I), Type (II) Cornish properties utilise pre-cast reinforced concrete (PRC) components in both the ground and first floor elevations and incorporate a traditional pitched roof but would still be classed as non standard construction. 

The cladding panels used in the external wall construction taper in thickness from 25mm at the top to approximately 38mm at the bottom. The top and bottom edges are rebated for dry lap-jointing of the units when erected as weatherboarding between the columns.

Party walls are generally of 225mm solid masonry, reducing in thickness within the roof space. Internal load bearing partitions are usually 100mm masonry whilst non load bearing walls are built of 100mm clinker block or timber studwork.  The pitched roof construction comprises timber rafters and purlins, sarking felt, battens and concrete tiles.

Cornish type (ll) houses require PRC house repairs to make a Cornish type (ll) PRC House suitable for mortgage purposes. Like the Cornish Type (I) properties, these units have the potential to suffer significant structural deterioration and hence why they are described as defective housing.  Repairs to PRC properties will involve the removal of the defective concrete and make a Cornish Type (ll) PRC house suitable for mortgage purposes.

Cornish PRC houses were manufactured by Central Cornwall Concrete & Artificial Stone Co, it is understood that some 30,000 houses (Types I and II) were known to have been built between 1946 and 1965.

Properties such as Cornish PRC houses and flats, comprise pre-cast reinforced concrete (PRC) plinths, ring beams and columns at approximately 900mm centres with un -reinforced concrete panels stack bonded to form the external facades and require renovation to make a Cornish PRC house suitable for mortgage purposes. The traditional Cornish Type (I) house is a two storey dwelling, with only the ground floor construction of columns and panels. The external walls at first floor level usually take the form of a mansard roof and are accordingly felted, battened and clad with vertical tile hanging.  

The ground floor is typically of solid in -situ construction whilst the first floor is built off timber joists which span between concrete beams. To make a Cornish PRC house suitable for mortgage purposes PRC house repairs involve removing the defective concrete and rebuilding with brick and block work. Airey PRC Houses are described as defective housing. They were manufactured by W Airey & Sons Ltd and it is understood that some 26,000 houses of this type were built between 1945 and 1955. In order to make an Airey PRC suitable for mortgage purposes, PRC houses repairs have to be undertaken. This is due to the fact that Airey PRC Houses are of non-standard construction.

The external walls of an Airey House comprise of pre-cast concrete storey height columns at approximately 450mm centres, reinforced with a 30mm diameter steel tube. The columns are clad with concrete panels that are secured to the outer face of the same using hardened copper tie wires. The cladding panels, which have an exposed aggregate finish, are ship-lapped so as to create a weather-tight joint.

The internal face of the wall columns are battened and clad with either plasterboard, or in some cases fibreboard.  Party walls consist of two leaves of the external wall construction placed back to back. The internal spine wall, which runs parallel to the front elevation, is similarly formed of single row of PRC columns that are lined both sides with one of the two board finishes identified above.

On the ground floor, this is typically of solid in -situ construction whilst the first floor is built off lattice steel joists which span between the columns located in the front and rear external walls and in the central spine wall. These joists have battens fixed to their top and bottom flanges from which the floor and ceiling boards take their respective fixing. The pitched roof construction comprises timber trussed rafters, purlins, sarking felt, battens and clay tiles. The gable apex is clad with the same, or more typically, timber shiplap boarding.  

Renovation of PRC style properties are necessary due to Airey type houses having the potential to suffer significant structural deterioration due to the presence of chloride based admixtures that were introduced to the cement during the original construction and this why they were listed as defective housing.

Of primary concern, are the external wall columns? These historically suffer from low concrete cover which, when coupled with high levels of carbonation, can actively promote corrosion of the steel reinforcement. Decay of the central reinforcing tube is usually more pronounced at the column bases and if left to progress will eventually cause these to crack and in some cases split in two. This is why, in order to make an Airey PRC house suitable for mortgage purposes, PRC house repairs will involve removing all of the defective concrete and rebuilding the Airey property using traditional materials.

Right to Buy Council house discounts have increased for defective housing. Legislation allows council house tenants to purchase a house of non-standard construction. The price to buy a PRC house should reflect the fact that in order to carry out the renovation of PRC style properties the council house tenant will have to have PRC house repairs carried out on their defective housing. To this end the price paid for the property should be well below the market price.

Council house tenants with the right to buy can get up to £75,000 discount off their house of non-standard construction. A £2.5 MILLION housing regeneration project in Scotland has got underway, the local press has revealed.

Phase one of the renewal programme of the 50 defective Unitroy homes is expected to start in September, in 1987 the houses were declared as defective housing.

The homes were condemned because of the steel-framed design and would cost £40,000 to carryout PRC House Repairs to each property. Residents have been left with damp and draughty homes, with sky-high heating bills. Renovation of PRC style properties was not a realistic alternative to demolishing the houses and starting again.

As PRC house repairs would not be a cost effective alternative the first phase of the redevelopment plan will involve a total of 20 homes being demolished.

Of the 50 homes, which are located in Central Road, Main Road and Farm Road, 33 are owned by FHA with the other 17 privately owned. Families living in PRC Houses with severe structural problems have been told it is unlikely enough funding will be available for PRC House Repairs on a housing estate in Galleys Bank, Kidsgrove.

Some 200 PRC Houses in Galleys Bank in Kidsgrove, are still classed as defective housing.

The pre-cast concrete homes of the Hawkesley Schindler type were built in the 1950s and have structural problems which have stopped bank’s lending money to make this PRC House suitable for mortgage purposes.

Buy to Let Landlords have been buying the properties at auction but failing to maintain these houses of non-standard construction.

A newspaper article in October 2011 suggested that it was unlikely that any significant public sector funding would be available for a comprehensive refurbishment programme of Kidsgrove’s defective housing.

The article seemed to suggest that if market conditions increased and property values rose, then there might be benefits for residents who under took their own PRC house repairs.

The council had Inspected 42 privately-rented homes and followed this up with enforcement action in some cases, to reduce the risk of residents having to tolerate living in defective housing.

According to newspaper reports Exeter Council will need to spend more than £1.5m on vital PRC House repairs to defective Housing. Renovation of PRC style properties will need to have PRC House Repairs to council homes in Exeter, which have been deemed as Non Standard Construction.

PRC House Repairs cannot be carried out until the PRC Houses become vacant, Exeter City Council has stated that the houses are safe and there is no risk to its tenants, even though they would be described as defective housing. ​

The  PRC Houses are located Buddle Lane Estate in Cowick is made of up 294 PRC houses built using the Laing's Easiform building system in the 20’s and 30’s. Laing Easiform method of construction consisted of cast-in-situ concrete cavity walls, a large number of these have failed over time because of the expansion of steel reinforcement or movement. To make a PRC house suitable for mortgage purposes, PRC House Repairs will need to be carried out.

What now for this Defective Housing.

Exeter City Council has now to decide if they will retain ownership of 21 PRC homes. These PRC homes will require large amounts of money spent on them to bring them up to a Decent Homes standard.

The council is considering six options to deal with their defective housing. This might include selling them on the open market once vacant or continue transferring them to a Housing Association, according to the newspaper report its preferred option is to retain and carryout the renovation of PRC style properties.

PRC House Repairs will involve major works which will not be undertaken with tenants living in these properties of non-standard constrction.
