Cardiff Council house tenants that currently live in Unity Concrete PRC Houses, would be designated as defective under the housing act of 1985. If your Unity built Cardiff council house has been repaired in accordance with a PRC Homes Limited licensed repair scheme, then you should be able to complete the right to buy your Cardiff council house by arranging a mortgage with your Cardiff City mortgage broker. It is only when your Cardiff Council House that was built by Unity structures of Rickmansworth in Hertfordshire of precast reinforced concrete, that the right to buy in Cardiff is slightly more protracted. You will still apply for the right to buy your Cardiff council house from Cardiff City Council, the council will confirm your eligilability and the discount allowable to assist you with the right to buy your Cardiff Council House. If your Cardiff Unity PRC Council House has not had a PRC repair, then the right to buy process comes in two stages.
1. The Building Society in Cardiff will release funds that will allow you to purchase your Cardiff council house under the right to buy scheme in Cardiff.
2. Until PRC repairs to your defective Unity Cardiff council house are completed, the Cardiff mortgage provider will not release all of the funds to complete the purchase of your Cardiff council house. The PRC repair will involve the removal of all the defective reinforced concrete used to build the Unity house in Cardiff just after the second world war. It is hoped that the Government will increase right to buy discounts for Cardiff City Council house tenants, thus making it easier for Cardiff Council Tenants to afford to buy their Cardiiff Council house and carryout a complete PRC repair on their Unity PRC Council Home.
