To resolve the shortage of affordable housing within Chelmsford Borough, the UK saw the development of a variety of housing systems based on timber, steel, cast iron and in the main, precast reinforced concrete between the first and second world wars. This type of property was designed to provide a permanent long term solution to the shortage of affordable housing within Chelmsford Borough Council House Tenants. However in the 1980’s some major flaws were discovered that affected the structural stability of most of the precast reinforced concrete built houses within Chelmsford Borough Council Houses. The problems resulted from carbonation or chlorides found in the concrete; this resulted in the rusting of the steel reinforcements and subsequent cracking of the concrete to Chelmsford Borough PRC Council Houses. Most of the defective houses built in Chelmsford were for Chelmsford Borough Council House Tenants. The issues relating to defective housing in Chelmsford Borough Council reached parliament and in 1984 under the housing defects legislation these houses in Chelmsford were highlighted as being defective. Defective PRC house styles in Chelmsford include Airey, Boot, Cornish Type (I & II), Gregory, Orlit, Parkinson, Wates, Unity, Wimpey No-Fines and Woolaway. In 1985 a company was formed called PRC Homes Limited. It was established to approve licenced repair schemes for properties designated defective in Chelmsford under the 1984 housing defects legislation. By 1996 PRC Homes Ltd ceased to exist but prc repair schemes are still available within Chelmsford today. A great deal of this housing stock was sold under the right to buy scheme; however if the Chelmsford Borough Council house is classed as defective then a PRC House repair will need to be completed on the Chelmsford Borough Council House before a mortgage will be granted. |
